Special Provisions for the Admission of Foreign Nationals and Stateless Persons

  1. Admission of foreign nationals and stateless persons to higher education programmes at the National University of Ukraine on Physical Education and Sport (NUUPES) shall be carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need of Complementary or Temporary Protection”, and “On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in the Territory of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 729 of 12 September 2018 “Issues Concerning the Acquisition of Higher Education by Certain Categories of Persons”; the Procedure for Organising Admission to and Education (Training) of Foreign Nationals and Stateless Persons at Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine Using the Unified Interdepartmental Information System of Ukraine for Foreign Nationals and Stateless Persons Wishing to Study at Such Institutions, approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 of 28 June 2024; Order of the Ministry of Education and Science of Ukraine No. 1541 of 1 November 2013 “Certain Issues Concerning the Organisation of Recruitment and Education (Training) of Foreign Nationals and Stateless Persons”, registered with the Ministry of Justice of Ukraine on 25 November 2013 under No. 2004/24536; and Order of the Ministry of Education and Science of Ukraine No. 1498 of 2 December 2019 “On Approval of the Procedure for Establishing Quotas for Higher Education of Foreign Nationals and Stateless Persons Within State-Funded Enrolment Places Pursuant to International Treaties of Ukraine”, registered with the Ministry of Justice of Ukraine on 10 February 2020 under No. 153/34436.
  2. Persons eligible for admission to higher education on equal terms with citizens of Ukraine may follow the admission procedure applicable to Ukrainian citizens and exercise the right to receive higher education free of charge under the conditions established for Ukrainian citizens. Foreign nationals and stateless persons (including stateless persons who have applied for recognition as refugees and persons who have applied for protection in Ukraine and submitted a certificate confirming their application for protection in Ukraine, the form of which was approved by Order of the Ministry of Internal Affairs of Ukraine No. 649 of 7 September 2011, registered with the Ministry of Justice of Ukraine on 5 October 2011 under No. 1146/19884) (hereinafter referred to as “foreign applicants”) may be admitted to higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine ratified by the Verkhovna Rada of Ukraine, legislation, or agreements between higher education institutions on international academic mobility.

Admission of foreign applicants to state-funded higher education places shall take place within the quota for foreign nationals, on the basis of referrals issued by the Ministry of Education and Science of Ukraine to applicants awarded state scholarships under international treaties, nationwide programmes or other international obligations of Ukraine and recommended for enrolment by the competent authorities of foreign states with which international treaties have been concluded and/or by their representative offices. Ukrainians abroad whose status is confirmed by a Certificate of a Ukrainian Abroad (except those permanently residing in Ukraine) may be enrolled in state-funded places within the established quotas for foreign nationals.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus and the Democratic People's Republic of Korea who do not hold a permanent residence permit in Ukraine shall be admitted only with individual authorisation from the Ministry of Education and Science of Ukraine. Citizens of the Russian Federation and the Republic of Belarus who defended the independence, sovereignty and territorial integrity of Ukraine and were granted combatant status in accordance with the Procedure for Granting and Revoking Combatant Status and War-Related Disability Status to Foreign Nationals and Stateless Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 719 of 18 June 2025, as well as the children of such citizens, may be admitted without individual authorisation from the Ministry of Education and Science of Ukraine.

  3. Admission of foreign applicants to higher education (except persons admitted on equal terms with citizens of Ukraine) shall be carried out only to accredited educational programmes.
  4. Admission of foreign applicants may be conducted in person and/or remotely. Recruitment of foreign applicants shall be carried out using the Unified Interdepartmental Information System of Ukraine for Foreign Nationals and Stateless Persons Wishing to Study at Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine (hereinafter referred to as the “Unified System”), except for persons admitted on equal terms with citizens of Ukraine. An electronic invitation to study issued through the Unified System shall be valid for no more than six months from the date on which the qualified electronic seal of NUUPES or the qualified electronic signature of an authorised NUUPES official is affixed to it.

Foreign applicants may participate in remote admission if they have received an electronic invitation to study and have had their educational documents authenticated in the country of origin by the method officially applicable in that country (consular legalisation, including legalisation by the relevant Ukrainian diplomatic or consular mission abroad, or an apostille for countries party to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), except for documents issued in Ukraine.

For remote admission to higher education, NUUPES shall verify applicants' identities and conduct entrance examinations remotely, with video recording (including a recording of the applicant's device screen). Video recordings of entrance examinations for foreign applicants shall be retained by NUUPES for five years after the examination, and a link to the recording shall be entered into the Unified Database. In the case of remote admission, the foreign applicant shall send NUUPES, by post, legalised copies of documents certifying previously obtained education and notarised translations of those documents into Ukrainian. Upon first crossing the state border of Ukraine and arriving at NUUPES, the foreign applicant shall personally submit the original documents.

  5. NUUPES may admit foreign applicants studying at the expense of individuals and/or legal entities twice a year (the first admission period ending by 30 April; the second taking place within the relevant periods specified in Sections IV–VI of these Admission Rules, but no later than 1 November), within the deadlines established by the Admission Rules for Bachelor's, Master's and Doctor of Philosophy (PhD) degree programmes.

Admission of foreign applicants to a level of higher education shall be based on documents confirming previously completed levels and degrees of education and the academic rights to pursue further studies conferred by those documents in the country of issue, taking into account academic grades that entitle the holder to continue studies at the next level of higher education, where such requirements are established by the legislation of the country that issued the qualification document.

  6. Competitive selection of foreign applicants for higher education (except persons admitted on equal terms with citizens of Ukraine) shall be based on the results of an entrance examination for foreign applicants, conducted in the form of an interview, taking into account the specific features of the educational programme (specialty) for which admission is sought. The grade awarded for the entrance examination for foreign applicants shall be the sole component of the competitive admission score for this category of applicants.
  7. The deadlines for submitting applications and documents, conducting the entrance examination for foreign applicants, and enrolment are specified in Sections IV–VI of these Admission Rules and published on the official NUUPES website.
  8. Foreign applicants arriving in Ukraine to participate in academic mobility programmes or to pursue higher education under educational programmes agreed between Ukrainian and foreign higher education institutions shall be admitted in accordance with the contractual obligations of the institutions concerned.

Admission of foreign applicants and entrance examinations shall take place from 1 August to 1 November 2026.
